Replacing Miller as treasurer is Ian Angus, director of policy at the UK Gambling Commission where, since 2020, he has been closely engaged in policy development. This includes the Gambling Act white paper and its recommendations on financial risk assessments.

His appointment signals a continuation of UK influence within GREF, even as the Gambling Commission undergoes personnel changes. Ruth Evans was named the new Gambling Commission chair, taking over from Charles Counsell after over a year in the position.

In addition, Olivia Petit has been appointed as board secretary of GREF. Petit is an associate professor at KEDGE Business School, where her research specialises in consumer behaviour in digital environments and emerging technologies.

The city council legalised VGTs in its latest budget that took effect in January. Mayor Brandon Johnson opposed the move but was overruled by a council majority. Johnson and his colleagues have fought over the issue all year, which is still largely unresolved.

The mayor has not opined this summer, at least publicly, on if he believes Bally’s will open the casino in the first quarter of 2027. However, Johnson indicated in March that his administration is committed to projects such as Bally’s Chicago that foster economic development, while creating new jobs for numerous neighborhoods across the city.

Still, Kalshi had a nine-fold lead over Polymarket, its next closest rival. Polymarket, meanwhile, led the group with 762,000 app downloads, edging Kalshi, DraftKings and FanDuel in the category. The downloads represented a 13,509% weekly increase and 25% of total category downloads, Polymarket wrote in a statement.

Across the market, operators delivered high double-digit gains compared with Labor Day weekend, which featured a full slate of college football games but no NFL contests. One interesting nugget surrounds weekend figures at Kalshi, where volume on Sunday only surpassed prior daily activity by $34 million, BofA data shows. Typically, Sunday volume for the quarter dwarfs that of College Football Saturdays due to the voracious demand for NFL offerings. BofA analyst Shaun Kelley attributes the irregularity to the possibility that Kalshi is “over indexing” on college sports.
